The Defense Logistics Agency (DLA) Enterprise Capabilities J62BHC has a requirement for an Application Information Technology (IT) Developer in support of three customer applications on the Equal Employment Opportunity (EEO) Case File Management (CFM) System. DLA Document Services provides an Equal Employment Opportunity (EEO) Case File Management System (CFM) for the United States Postal Service (USPS), Navy Exchange Command (NEXCOM) and the Veterans Affairs (VA). These case file management systems allow complainant(s)/applicant(s) to request EEO services via an Interactive Voice Response (IVR) system, provide workflow, personalized print and document management from the initial EEO inquiry to final resolution.

The contractor shall provide onsite IT development services. The support personnel shall be located in Jacksonville, FL The development support effort is in support of three customer applications on the Equal Employment Opportunity (EEO) Case File Management (CFM) system.

Working knowledge of C# and Microsoft .Net Framework 4 with ASP.NET. The application utilizes Microsoft SQL Server for back-end storage, so contractor must be familiar with T-SQL and utilizing the .Net Framework with Microsoft SQL Server. The application is a web application, therefore contractor must be familiar with HTML, DHTML, XHTML, XML and JavaScript as these languages/skills are used for communication with the web browser clients. Software coding standards that must be used by the contractor are the MSDN Visual Studio 2013/2015 C# Coding Conventions, MSDN .NET Framework Guidelines and Best Practices, and MSDN .NET Framework 4 Secure Coding Guidelines.

The contractor must be familiar with the tools currently used for development of the application which are: Microsoft Visual Studio 2013/2015 Integrated Development Environments and the GIT distributed version control system. The iText PDF library, DotNetZip compression library and ZXing.Net barcode library are also used within the application; therefore the contractor must be familiar with these as well.

*** Senior Project Manager***

Title: IT Project Manager / IV&V Subject Matter Expert

Location: Washington, DC. 

The objective of the work performed is to provide independent Verification and Validation (IV&V) for security control assessment (SCA) and lifecycle governance of the investments within OCIO as part of the security authorization process.   The IT Project Manager/IV&V SME will assist OCIO in the oversight of project work. First, from the initiation through the completion of the, the candidate will perform an oversight role in order to verify that the work is being carried out in a way that will lead to the successful completion of the project.  Where there are issues with the way work is being performed, the candidate will work to resolve his/her concerns and escalate to the OCIO if necessary. The IT Project Manager/IV&V SME will also be responsible for developing reports and presentations and for briefing stakeholders on all aspects of assigned projects. This position will interface directly with the OCIO client and executive management.

Project Manager Duties:

·       Will have primary accountability as the PM for contracted IV&V activities, including providing Security Authorization independent assessment activities for OCIO owned and operated Information Systems towards an Authority to Operate (ATO) as well as to perform life cycle IV&V independent verification and validation assessment. Manage the assessment activities to ensure the project accomplishes its deliverables on schedule.

·       Report to and work closely with the Program Manager is required.

·       Prepare deliverables in accordance with the DOL established security guidelines and document templates which require walkthrough, review and approval by the OASAM Information Security Officer (ISO).

·       Manage the Statement of Work tasks to ensure that deliverables are completed on time, in compliance with DOL and OASAM security guidelines, and are accurate.

·       Develop and manage project schedule that provides tasks, resources, dates and percentage (%) of completion.

·       Provide written weekly status reports of the progress of the Statement of Work activities.

·       Conduct weekly meetings to present status and resolve issues and present weekly project meeting minutes.

·       Responsible for analysis of specific OCIO initiatives, determining project scope, resource requirements, risks, and defining major milestones.

·       Manages the day-to-day activities associated with IT project management: tracking action items, developing and updating project plans, conducting analysis of risks, developing mitigation strategies, developing reports, and continuous follow-up to keep projects on track with budget and schedule.

·       Develops, reviews and ensures quality of various project artifacts including project plans, implementation and integration plans, development approaches, release and change management schedules, etc.

IV&V SME Duties:

·       Establish IV&V Project Management

·       Perform IV&V for Business and Technical Requirements

Further, the IV&V Service Provider will employ the Capability Maturity Model Integrated (CMMI), and the Project Management Institute’s Project Management Body of Knowledge (PMBOK) Third Edition, and the PMBOK - Government Extension, at a minimum, these three industry standards (CMMI, PMBOK, IEEE).

Qualifications:
